NEWS, June 2008 "FTAA Consulting CEO Rafael Castillo-Triana has been appointed as Chairman of the Emerging Markets Task Force for the Rail Working Group. His role will be to look specifically at the way that the Luxembourg Protocol will assist emerging markets and develop a programme to ensure a speedy implementation in countries where, arguably, it is most needed. Rafael is also a principal of the Alta Group in Florida, and he has detailed experience financing rolling stock in the Americas. "This will be a challenge, but one I happily take up", said the new EMTF Chairman.
